Darwin 2009 - Evolution Odyssey - X Jornadas de Biologia Aplicada Universidade do Minho - Darwin 2009 - Odisseia da Evolução

Regulamento
1 - Tema: Darwin 2009: Odisseia da Evolução - Uma visão humorística. No âmbito das X Jornadas de Biologia Aplicada, o Departamento Científico da Universidade do Minho (Braga, Portugal) decidiu assinalar com um toque de humor os 200 anos do nascimento de Charles Darwin e os 150 anos da publicação da sua obra, “A Origem das Espécies”, duas efemérides que decorrem neste ano de 2009. Darwin deixou um legado importantíssimo para a Ciência e para a Humanidade em geral, sendo por demais conhecidas as suas teorias evolucionistas.
2 - Convidam-se, assim, os cartoonistas (profissionais ou amadores) a redescobrir Darwin e a temática da Evolução, participando com os seus trabalhos numa exposição que enriquecerá estas Jornadas. Os trabalhos devem ser sem palavras ou com texto em língua portuguesa.
3 - A data limite de entrega de cartoons é 6 de Março de 2009.
4 - Um júri, que seleccionará as obras a expor, será constituído por cinco membros, assim distribuídos: dois membros da comissão organizadora das X Jornadas de Biologia Aplicada, um cartoonista profissional, um artista plástico, um jornalista.
5 - Os Cartoons serão expostos de 22 a 25 de Abril, no âmbito das X Jornadas de Biologia Aplicada, na cidade de Braga, nomeadamente na Universidade do Minho, prosseguindo em itinerância por outros espaços da cidade.
6 – Todos os cartoons têm de ser de criação original do participante, mas aceitam-se trabalhos que já tenham (ou não tenham) sido publicados.
7- A abordagem dos cartoons é da total responsabilidade dos autores, tendo como único requisito subordinarem-se à temática da exposição.
8-Os cartoons devem ser enviados em formato digital, endereçados para xjornadas.cientifico@gmail.com
9-As dimensões do cartoon devem ser no mínimo as de uma folha A4 e no máximo as dimensões de uma folha A3.
10-Será seleccionada apenas uma obra por cartoonista.
11-Devem ser enviados com os cartoons os dados do autor, bem como as informações que desejam ver incluídas na identificação do cartoon (título do cartoon, referencia, site/ blog do autor, etc).

Regulation
1 - Theme: Darwin 2009: Evolution Odyssey. To commemorate the 200th anniversary of Charles Darwin and the 150 years of the publication of “The Origin of Species”, the scientific department of the X Jornadas de Biologia Aplicada decided to organize a cartoons exhibition to be held at the Universidade do Minho. Darwin’s legacy in Science and to Humanity is of great importance, particularly his evolutionary theories.
2 – All cartoonists, professional or amateur, are invited to contribute to this event with their work, rediscovering Darwin and the subject of evolution. The cartoons must be without words or with text in Portuguese.
3 – The deadline to submit the cartoons is the 6th March 2009.
4 – The cartoons will be selected by a jury of: 2 members of the X Jornadas de Biologia Aplicada committee, a professional cartoonist, a plastic artist and a journalist.
5 –The cartoons will be exposed from the 22nd to the 25th April, in the context of the X Jornadas de Biologia Aplicada, in Universidade do Minho (Braga), and afterwards in other places of Braga.
6 –All cartoons must be originally created by the participant, although they may have been published before.
7-The concept of the cartoon is entirely up to the artist. The only requirement is that it follows the theme of the exposition.
8- The cartoons must be submitted in digital format to

9- The cartoons’ size must be between the format A4 and A3.
10- Only one work for author will be selected.
11- Author’s information must be sent together with the cartoon as well as any other info that author considers relevant (cartoon´s title, references, website/blog, etc).


Regulamento

En el ámbito de las X Jornadas de Biologia Aplicada, el departamento cientifico de la Universidade do Minho (Braga, Portugal) ha decidido comemorar con un toque de humor los 200 años del nacimiento de Charles Darwin, asi como los 150 años de la publicación de su obra “El origen de las especies”, que se cunplen en este año 2009.
2 – Se invitam los dibujantes y humoristas gráficos, profesionales y amadores, a redescubrir Darwin y la tematica de la evolución, participando con sus trabajos en una exposición que enriquecerá estas Jornadas de Biología.
3 - La fecha limite para enviar los cartoons es el 6 de Marzo de 2009
4 - Un jurado, conformado por dos miembros de la organización del evento, un dibujante profesional, un artista plástico y un periodista profesional, realizará la selección de las obras para la exposición.
5 - Los dibujos seran expuestos en los dias 23, 24 y 25 de Abril, en la Universidade do Minho (Braga, Portugal) y en otros puntos de la ciudad.
6 - Todos los cartoons tienen que ser originales del autor; se aceptan dibujos publicados y no publicados
7 - El contenido del cartoon es de total reposabilidad del autor; el único requisito es que el cartoon sea subordinado al tema de la exposición.
8 - Los cartoons deben ser enviados, en formato digital, para la dirección de correo electrónico: xjornadas.cientifico@gmail.com
9 - El tamaño de las obras será: din A4 (210x297mm), o din A3 (297x420mm).
10 - Solo se aceptará una obra por dibujante
11 - Detrás de cada obra figurará: Nombre, dirección, teléfono, y correo electrónico del autor/a, así como el título de la obra.

X International Festival of Aphorism and Caricature - Strumica 2009

Competition Theme: CARNIVAL
APHORISM: In this category each author can participate with a work, consisting of up to 15 aphorisms, printed in three copies, completed with code and particulars of the author, set in a sealed envelope. Authors are allowed to participate even with more works, as group of 15 aphorisms, each with a particular code.
CARICATURE: In this category the author can send up to three caricatures, own choice of technique, max. dimensions A/4.Each caricature to be completed with author's particulars - on its back side.The cartoons must be sent at the e-mail address.
DEADLINE: The due date for works to be sent is February 14, 2009.

15th International 7-77 Cartoon Competition, Ankara - Turkey

The 15th International Ankara Cartoon Festival is going to be held from April 17th to 20th, 2009 during the 80th Children’s Day activities, which are celebrated in our country every year in on the 23rd April .The international 7-77 Cartoon Competition will be organized under the 15th International Ankara Cartoon Festival. The aim of the competition is to make children familiar with the art of cartooning and to contribute the development of sensitivity towards humour by enriching their world with the help of cartoons you will draw.
All proffessional and amateur cartoonists will be welcomed to join in by drawing cartoons for children.Cartoons can be drawn in black-white or colourful using any technique in either A4 or A3 size.Cartoonists can join in the competition with an original cartoon that can be understood by children. Competitors must write their names, surnames and addresses on the back of their cartoons.
The deadline for the competition is February 15th, 2009.

Cartoons will not be sent back and all rights will be reserved by the Cartoon Foundation.

3rd Annual Caretoon Contest Award 2009 with theme: Dreams of Peace

The National Liberty Museum’s Caretoon Contest was created after a Danish newspaper published a cartoon which generated terrible violence. To channel this powerful art form for a positive purpose, the Museum invites the public to create cartoons which express their personal vision of peace, diversity and concern for others. Through the generous sponsorship of Allegiance Bank, a $1,000 prize is awarded to one adult and one student winner at a special event at the Museum. The contest draws thousands of submissions from across the country and around the world.The 2nd Annual Caretoon Winners are now on display, as shown in the photo above. “THE CHILDREN ARE WATCHING US” (…and laughing at us)
The art of the cartoon is play in its pure state.In an essay by B. Bettelheim on the importance of play in children, this passage by Freud has been quoted:“The favourite and most intense occupation of a child is play. Perhaps one can say that a child at play behaves like a poet, in that he creates a world of his own, or rather he re-arranges the things of his world in a new way that pleases him”.
There was Mr Bonaventura, ingenuous child-adult and Bibì & Bibò (the Katzenjammer Kids), two urchins addicted to playing cruel pranks. And then, in more recent years, the world of Charlie Brown, Linus and Snoopy, with their unforgettable domestic-philosophical view on the adult world. And today the Simpsons - a mixture of irony, cruelty and the everyday nature of urban life.The world of the comic is often directed at children and their games, in order to illustrate the world of adults.“The Children Are Watching Us” was the title of a film that De Sica wrote together with Cesare Zavattini in 1943.
Beyond the content of the plot (a beautiful melodrama…), the title was well-chosen as it captured in the bedlam that is our adult world (even more relevant today than then…), a certain perspective on life which was like a ray of light; a spotlight that illuminates the dark.

Regulations
25th International Biennial of Art Humour Tolentino - Italy
The town council of Tolentino is proposing and organising the 25th International Biennial of Art Humour, which this year will take place between 11 July and 25 October 2009.
1. The Biennial is open to artists from all over the world, each of which can participate in the “City of Tolentino International Prize” dedicated to satire art. Each entry consists of a maximum of 3 unpublished and original works, of any size, technique and form of visual art.
A special prize dedicated to photography as original expression of humour in art will also be awarded. Any works of art on any paper support will be accepted.
2. The theme for the 2009 Biennial is: “THE CHILDREN ARE WATCHING US” (…and laughing at us)
3. The last entry date for the competition is 27 March 2009, by which date the works of art must be registered with:Segreteria della “25a Biennale Internazionale dell’Umorismo nell’Arte, piazza della Libertà, 3 – 62029 TOLENTINO (Italy).Each work of art must have a entry form in which the following information is provided: The artist’s name, surname, pseudonym, a short biography, address, title of the piece, techniques used, sales range in which the artist would like to insert his piece, address where the work of art must be returned to.Attachment of the signed participation card is essential for the admission to the competition for each work of art.
4. The organiser will provide and assign, for each piece on display, the price range chosen by the artist from 500–1000–1500 Euro. 20% of the earnings will go to the relevant organiser. The winning works of art will be excluded from sale and will become the property of the International Museum for Art and Caricature Humour in Tolentino.
5. The pieces must be sent carriage free. They will only be accepted if they have no tax, customs fees or any other fees to be paid by the organiser.
6. The town council of Tolentino, of who will be organising the event, assure the maximum care, guardianship and supervision of all pieces, declining all responsibility of eventual theft, fire or ungovernable events while in the care of those involved in the event or during transportation of the works of art.
7. The acceptance of each piece, their selection for exhibition and the assigning of prizes is carried out by a jury nominated by the city of Tolentino’s administration department. The jury’s decision is final and cannot be questioned or appealed.
8. The jury, presided over by Giorgio Forattini, also consists of:– Enrica Bonaccorti– Achille Bonito Oliva– Evio Hermas Ercoli– Riccardo Mannelli– Maurizio Nichetti– Ludovico Pratesi– Maurizio Costanzo - Artistic Director for the Biennial of Art Humour;
9. The jury will give out the following prizes:International Prize “ City of Tolentino” - Biennial winner - 5.000. The Biennial winner will be the guest for the following Biennial (2011) and will have his own exhibition (max. 30 works of art);2° Prize of Euro 3.000;3° Prize of Euro 1.500;
The jury also awards:The “Cesare Marcorelli” Career Prize;“Luigi Mari” Academy of Humour Prize;Other special Prizes.
10. The works used in the exhibition will be returned, at the cost of the Organiser, not before the 30th day after the scheduled closing date, apart from the possible postponement of the closing date by the organiser. Exception goes to those works of art expressly donated to the Museum of Art and Caricature Humour in Tolentino by the artist.Those not used for the exhibition will be returned to their owners at the cost of the addressee.The organisers refuse all responsibility regarding theft, fire, damage, etc that might occur during transport. Tax and customs fees will be paid by the artist.
11. The International Biennial of Art Humour organisers are authorised to use and copy the selected works to be inserted in their official exhibition catalogue, with as many examples as they deem necessary. The organisers are permitted to also publish the same works, even through reproduction, in a wide distribution also in the internet. They are also entitled to publish the works on any resource and even for commercial purposes. The artist will be mentioned, in reproductions of their works, in familiar ways. The artist will automatically consent to the free utilisation of their works be it imaginatively, educationally, creatively or for public enjoyment, without any compensation. The artist must renounce all rights to any type of compensation.
12. A participation Diploma will be given to all artists selected for the exhibition. They will also have the right to a copy of the Biennial catalogue.
13. Participation in the 25th International Biennial of Art Humour competition requires full and complete acceptance of the regulations stated.
14. The regulations are published in Italian, English, French, German, Spanish, Arabic, Chinese and Japanese. In case of doubt, refer to the Italian text.

8th INTERNATIONAL CARTOON CONTEST - Carluca

The Opening of the Contest – 1 April in Poltava (Ukraine)

GOGOL'S WORLD

Gogol and Poltava. The genius writer and the land that gave birth to him – all this is engraved not only on the souls of Ukrainians, but also on the souls of all admirers of Nikolai Gogol's writings. It's very symbolic that the great satirist was born on the 1st of April. Therefore it is impossible not to mention the author of such unfading works as Vechera na Khutore bliz Dikan'ki (Evenings on Homestead near Dikanka), Revizor (The Inspector General), Myortvye Dushi (Dead Souls) and many other genius writings, which became classic during Gogol's life and brought him international fame. Among them is a famous Nos (Nose). That's why the official prize in the nomination Gogol's World is "The Gold Nose". This nomination has become the main theme of the International Cartoon Contest CARLUKA, which is traditionally opened in our city exactly on the 1st of April. By the way, The Gold Nose is a quite "natural product", a sculpture designed by famous Russian cartoonists Mikhail Zlatkovskiy and Sergey Tyunin and made by a well-known Ukrainian caricaturist Oleg Dergachov.
The second theme of the Cartoon Contest CARLUKA-2009 is a free theme.
Best works will be published in Ukrainian and foreign papers and magazines and placed on the sites of the professional cartoonists from different countries.

II. CONDITIONS
1. Each participant is requested to submit the original cartoons created in any material, as well as computer graphics with the author's signature. The cartoons may be in colour or in black and white, may have the formats 297x420 (A3) or 210x297 (A4). The number of works – no more than 5 (five). The deadline for the entries is 8 March 2009.
2. The participants are requested to give their personal information (name, surname, home address, contact phone number, e-mail) on the back of each cartoon.
3. Works sent by mail should be protected from damage during the forwarding.
4. The cartoons will remain with the organizers of the contest and may be returned to the authors upon their request.
5. The organizers hold the right to publish and use the cartoons sent to the contest without their authors' permission with obligatory reference to the authorship.
6. The cartoons' evaluation is done by secret voting according to three criteria: cartoon's conformity to the theme of the contest, style, humour.

14th International Cartoon Exhibition ZAGREB 2009

A. PARTICIPATION
The organizer of the 14th International festival of cartoon ZAGREB 2009 is the Croatian Cartoonist Association. The festival is opened for everyone regardless of nationality, age, sex, or profession.
B. THEME BASIC HUMAN NEEDS (food, drink, clothing, sex...)
C. ENTRIES Conditions of entry:
1. Original works and digital artwork will be accepted. Digital artwork is to be numbered in pencil on the front and pencil signed.
2. Entries can be either black and white or coloured.
3. There should be the name, the surname and the adress on the reverse side of cartoons.
4. The cartoons must not have been previously awarded on festivals.
5. Maximum 3 entries will be submitted.

Ces 120 originaux sont d’office sélectionnés pour l’exposition. Ils seront au format min. DIN A4 (210x 297mm), max. DIN A3 (297x420mm), bonne qualité de papier, non-pliés, à plat et sans passe-partout. Au verso doivent être mentionnés bien lisible le prénom, le nom, l’adresse complète, l’adresse e-mail, le numéro de téléphone de l’auteur ainsi que le titre de l’oeuvre. Ils doivent parvenir à l'organisateur pour le 13 mars 2009 au plus tard.
5. Technique: Libre, tant en noir et blanc qu’en couleurs, sans sous-titres. Des œuvres créées de manière digitale sont admises sous condition qu’elles portent la signature manuscrite de l’auteur au verso. Ne seront pas admis des photos ou photocopies d’originaux.
6. Exposition: La remise des prix se tiendra le 10 mai 2009 au Château. L’exposition aura lieu dans la grande Salle des Chevaliers du Château-palais de Vianden du 9 mai jusqu’au 7 juin 2009. Il est prévu que l’exposition sera montrée dans d’autres villes pour prendre place ensuite dans le Musée de la Caricature à Vianden jusqu'au 9 mai 2010.
7. Renvoi: A la fin de l’exposition les originaux seront renvoyés à leurs auteurs à l’exception des œuvres sélectionnées pour un des prix respectivement pour une des mentions. Les 7 œuvres primées deviendront propriété de l’organisateur.L’organisateur ne peut être rendu coupable pour les dommages subis aux œuvres lors du renvoi.
8. Catalogue: Un catalogue gratuit sera envoyé via poste aux auteurs des œuvres sélectionnées pour l’exposition. Les lauréats recevront leur exemplaire lors de la cérémonie de remise des prix.
9. Résultats: Les résultats seront publiés sur les sites Internet www.caricature.eu à partir du 10 mai 2009. Les lauréats retenus par le jury seront informés par e mail, le cas échéant par téléphone.Les décisions finales du jury, qui se réunira le 14 mars 2009, sont incontestables.
10. Droits d’auteurs: Les participants sélectionnés permettent aux organisateurs d’utiliser leurs œuvres dans le seul but de promouvoir l’auteur même ainsi que la manifestation. Tout autre droit de reproduction reste propriété de l’auteur.

The Competition Jury reserves the right not to grant any of the prizes or to grant other special prizes.The organisers will accept for the competition all works that will be delivered at the address of the Šarišská gallery in Prešov by 23rd February 2009.
The organisers of the competition reserve the right to publish selected works in promotional materials and to re-install the exhibition, while each competitor will receive a competition catalogue.
Competition rules:
1. Each author can send at maximum five original works, including graphic techniques.
2. The competition is open to anybody and everybody, and it is not restricted in terms of artistic design methods.
3. The formats of the works should not exceed the A4 dimensions.
4. The competition is non-anonymous. Each work should be signed on the reverse and bear the author's full address.
5. The rewarded works will become property of the BEER GALLERY in Prešov.

European Union and Citizenship” competition! / “União Europeia e Cidadania"!

OBJECTIVO DO CONCURSO

O objectivo deste concurso é permitir a todos os cidadãos da União Europeia, ou cidadãos de um país terceiro que residam na União Europeia, exprimirem-se sobre a sua própria experiência de vida de cidadãos na União Europeia.
A noção de vida de um cidadão na União Europeia, e não apenas de cidadão da União Europeia, permitirá à União Europeia não só implicar activamente nesta actividade jovens que residem na União Europeia sem ser, forçosamente, seus cidadãos, como também abordar uma dimensão mais alargada do conceito de cidadania.
Para tal, os jovens com um mínimo de 16 anos de idade, particularmente aqueles que estudam arte e grafismo, são convidados a realizar, individualmente, uma banda desenhada de uma única página (“prancha”) e sem texto, destinada a ilustrar o tema da cidadania na União Europeia e de responder à questão: “Cidadão na Europa, o que é que isso quer dizer?”

REGULAMENTO DE CONCURSO
Artigo 1: Tema do Concurso
A Direcção-Geral da Justiça, da Liberdade e da Segurança da Comissão Europeia está a organizar um concurso destinado à criação de uma banda desenhada de uma única página (“prancha”) e sem texto intitulada “União Europeia e Cidadania”. A banda desenhada deverá ilustrar o tema da cidadania na União Europeia, tanto para aqueles que são seus cidadãos como para aqueles que apenas aí residem.
Em Portugal, a coordenação do concurso a nível nacional será da responsabilidade da Representação da Comissão Europeia em Lisboa, com a logística a ser tratada em cooperação com:

Artigo 2: Quem pode participar?
O concurso está aberto, principalmente, aos estudantes de arte e de grafismo com um mínimo de 16 anos de idade, residentes num dos 27 Estados-Membros da União Europeia. No entanto, qualquer outra pessoa dessa mesma idade (estudante ou não de arte e de grafismo) que seja residente na União Europeia e que se interesse pelo assunto, pode igualmente inscrever-se no concurso.
Artigo 3: Como participar?
Os candidatos devem participar individualmente. Todos os candidatos que não forem de maioridade no momento da sua inscrição só poderão participar sob a responsabilidade de um adulto (professor, educador, familiar, etc). Do mesmo modo, deverão ser acompanhados por um adulto caso tenham que se deslocar às cerimónias de entrega de prémios.
O formulário de inscrição deverá ser preenchido e enviado em linha. Se bem que não haja uma data limite para a inscrição, recomenda-se aos candidatos e aos adultos responsáveis que o façam o mais brevemente possível a fim de poderem beneficiar do envio eventual de novas informações importantes durante o desenrolar do concurso.
A banda desenhada e o formulário de participação que a acompanha, devidamente preenchido, datado e assinado, deverão ser enviados para o coordenador nacional para a logística, o mais tardaraté sexta-feira, 27 de Fevereiro de 2009. Só serão tidos em conta os trabalhos que tiverem chegado aos serviços do coordenador nacional, o mais tardar, até 12 de Março de 2009.
(NB : Se um participante no concurso decidir entregar pessoalmente o seu trabalho nos serviços do coordenador nacional, deve fazê-lo, como se se tratasse de um envio postal, o mais tardar, até sexta-feira, 27 de Fevereiro de 2009).
Os participantes devem conservar uma cópia dos documentos enviados.
Artigo 4: O que deve ser produzido?
Os participantes devem criar uma banda desenhada de uma única página (“prancha”) e sem texto, que ilustre o tema da cidadania na União Europeia.
Aplicam-se as seguintes regras:
Se a banda desenhada não for criada por computador, deverá sê-lo numa folha de papel A4. Esta folha deve ser enviada por correio ou entregue pessoalmente ao coordenador nacional e não deve ser dobrada, pois poderá vir a ser reutilizada no futuro.
Se a banda desenhada for criada por computador, deverá sê-lo em formato PostScript. Se se utilizar um outro formato, a banda desenhada deverá ser, em seguida, exportada para o formato PostScript de modo a que seja entregue ao coordenador nacional em CD/DVD. Neste caso, a fim de se facilitar uma eventual reutilização do trabalho, o CD/DVD deverá conter as duas versões (a versão Postscript e a versão do formato do software utilizado para a sua criação). Finalmente, e para facilitar a avaliação do trabalho, este deverá ser imprimido numa folha de papel A4 que se juntará ao CD/DVD.
Deverá anexar-se também o formulário de participação, devidamente preenchido, datado e assinado.
NB: Cada participante poderá, se assim o desejar, criar várias bandas desenhadas e submetê-las todas. Nesse caso, se as bandas desenhadas forem criadas por computador, e a fim de facilitar a sua avaliação, cada uma delas deverá figurar num CD/DVD diferente.
Artigo 5: Direitos de Autor
O trabalho final deve ser realizado, exclusivamente, para os fins do Concurso. Pode ser criado a partir de elementos materiais (imagens, textos, etc.) produzidos pelo participante especificamente para o Concurso ou através da combinação ou utilização de elementos já existentes e que não possuam direitos de autor. No último caso, o participante ou a pessoa responsável pelo participante deve garantir que esta condição é satisfeita.
Os participantes serão totalmente responsáveis pelos seus trabalhos e devem concordar em transferir os direitos do trabalho, bem como da sua distribuição e reprodução, para a Comissão Europeia, sem quaisquer custos. Por conseguinte, a Comissão Europeia será autorizada a usar, reproduzir, adaptar, publicar e distribuir os trabalhos à sua total discrição. Os trabalhos não serão devolvidos.
Artigo 6: Selecção dos vencedores e prémios a nível nacional
Os trabalhos serão seleccionados por um júri constituído por diversas personalidades, por exemplo um representante da Direcção-Geral da Justiça, da Liberdade e da Segurança ou da Representação da Comissão Europeia, um representante do Ministério da Justiça, Educação, Assuntos Europeus ou Juventude nacional, um perito em comunicações, um artista gráfico, um ilustrador, um jovem activamente envolvido numa organização juvenil, etc.
Os vencedores serão seleccionados de acordo com os seguintes critérios: adequação da mensagem ao objectivo; qualidade gráfica; clareza da mensagem e originalidade do trabalho.
Em cada país, todas as equipas participantes poderão assistir a uma cerimónia de entrega de prémios na capital nacional, na sexta-feira, 3 de Abril de 2009.
Será providenciada viagem e alojamento para os três participantes que tiverem realizado os três melhores trabalhos e para os adultos responsáveis, no caso de participantes de menoridade no momento da deslocação.
A nível nacional, a classificação dos participantes será anunciada durante a cerimónia.
As bandas desenhadas dos vencedores nacionais serão exibidas no sítio web da Comissão Europeia no Estado-Membro em questão e no sítio web da Direcção-Geral da Justiça, da Liberdade e da Segurança.
Artigo 7: Selecção dos vencedores e prémios a nível europeu
Os trabalhos que ganharem os prémios nacionais serão avaliados, uma segunda vez, por um júri constituído por representantes da Comissão Europeia e outras pessoas, como um professor, um perito em comunicações, um artista gráfico, um ilustrador, um jovem activamente envolvido numa organização juvenil, etc.
Os vencedores dos primeiros prémios nacionais serão convidados para uma viagem a Bruxelas (acompanhados por adultos responsáveis, no caso de participantes de menoridade no momento da deslocação), de sábado, 9 de Maio (Dia da Europa), a segunda-feira, 11 de Maio de 2009, para conhecerem tudo o que a cidade tem para oferecer, incluindo as instituições europeias, e para participarem na cerimónia de atribuição dos prémios, que terá lugar no dia 11 de Maio e será presidida pelo Comissário Jacques Barrot, Vice-Presidente da Comissão Europeia.
Para cada um destes convidados (assim como para os eventuais adultos responsáveis) será providenciada viagem e alojamento por parte da Comissão Europeia.
A identidade e a classificação dos três vencedores serão divulgadas durante a cerimónia. O vencedor do Primeiro Prémio Europeu receberá um cheque de um montante de 6 000 euros, o vencedor do Segundo Prémio Europeu um cheque de 4 000 euros e o vencedor do Terceiro Prémio Europeu um cheque de 2 000 euros.
As bandas desenhadas dos vencedores europeus poderão ser utilizadas em futuras campanhas europeias de promoção da cidadania.
Artigo 8: Responsabilidade
Os organizadores não poderão ser responsabilizados pelo cancelamento, adiamento ou alteração do Concurso devido a circunstâncias imprevistas, nem poderão ser responsabilizados por qualquer roubo, perda, atraso ou dano durante o transporte das bandas desenhadas. Além disso, as datas mencionadas neste Regulamento poderão ser alteradas devido a razões de natureza organizacional ou circunstâncias imprevistas. Em tais casos, os participantes serão avisados o mais brevemente possível (daí o interesse em se inscreverem assim que possível): formulário de inscrição.
Artigo 9: Aceitação das regras
A participação no Concurso deverá implicar a total aceitação destas regras.

Aim of the competition

The aim of this competition is to invite citizens of the European Union, or citizens of third countries living in the European Union, to express their experience of life as a citizen in the European Union.
This notion of the life of a citizen in the European Union, and not simply a citizen of the European Union, will allow the EU to not only actively involve young people living in the EU (who will not necessarily be EU citizens) in this activity, but also to consider a very broad dimension of the concept of citizenship.
Therefore, young people aged 16 and over, particularly those studying arts and graphic design, are invited to work individually to create a one-page cartoon (“plate”), with no text, illustrating the theme of citizenship in the European Union, in response to the following question: “What does it mean to be a citizen in Europe?”

Competition regulation

Article 1: Competition theme
The European Commission’s Directorate-General for Justice, Freedom and Security is organising a competition entitled “European Union and Citizenship”, for the creation of a one-page cartoon (“plate”) with no text. The cartoon must illustrate the theme of citizenship in the European Union, for both EU citizens and residents.

Article 2: Who can take part?
The competition is mainly geared towards students of arts and graphic design, aged 16 years or over, residing in the 27 Member States of the European Union. However, it is open to any other person aged 16 years or over who is resident in the European Union and is interested in this subject.
Article 3: How to enter?
Candidates must enter individually. Any candidate that is a minor at the time of registering for the competition must enter under the supervision of an adult (teacher, educator, parent, etc.), and must be supervised in the event of travel to awards ceremonies.
The registration form must be filled in and sent on line. Although there is no deadline for this, it is recommended that participants or supervising adults do this at the earliest opportunity, so they can receive new information important for the competition.
The cartoon must be sent together with the completed, dated and signed submission form. Cartoons must be sent to the national logistics coordinator by no later than Friday 27 February 2009. Only cartoons that reach the national coordinator by 12 March 2009 at the latest will be approved.
(NB: Participants that choose to deliver their cartoons to the national coordinator in person must also do so by Friday 27 February 2009 at the latest, as if they were sending them by post.)
Participants must keep a copy of the documents they send.
Article 4: What is to be produced?
Participants are required to create a one-page cartoon (“plate”), with no text, illustrating the theme of citizenship in the European Union.
The following rules apply:
· If the cartoon has not been created on a computer, it must be designed on A4 paper. It is this sheet of paper that will be sent or delivered in person to the national coordinator, unfolded, so that it can be reused if necessary.
· The completed, dated and signed work submission form must also be enclosed.
· If the cartoon has been created on a computer, it must be in PostScript format. If another format has been used, it must be exported in PostScript format for submission to the national coordinator on CD/DVD. In this case, in order to facilitate the possible reuse of the cartoon, the CD/DVD must contain both the PostScript version and the version in the native format of the software used for its creation. Finally, to facilitate evaluation of the cartoon, a copy must also be printed on A4 paper and enclosed with the CD/DVD.
· The completed, dated and signed work submission form must also be enclosed.
NB: Each participant may design and submit several cartoons, if they so wish. In this case, if the cartoons have been created on a computer, in order to facilitate evaluation, each one must be submitted on a separate CD/DVD.
Article 5: Copyright
The final work must be produced for the sole purpose of the competition. It may be created from material elements (images, texts, etc.) produced by the participant specifically for the competition, or by combining or making use of elements which already exist and which are free of copyright. In the latter case, the participant or supervising adult must ensure that this condition is met.
Participants shall be entirely responsible for their works and shall agree to transfer the works as well as the distribution and reproduction rights to the European Commission at no charge. The European Commission shall therefore be entitled to use, reproduce, adapt, publish and distribute the works at its entire discretion. The works will not be returned.
Article 6: Selection of winners and awards at national level
The works will be selected by a jury made up of several people, for example, a representative of the Directorate-General for Justice, Freedom and Security or the European Commission Representation Office, a representative of a national ministry such as Justice, Education, European Affairs or Youth, a communications expert, a graphic artist, an illustrator, a young person actively involved in a youth organisation, etc.
The winners will be selected according to criteria such as: appropriateness of the cartoon given the objective, graphic quality, clarity of the message, originality of the work, etc.
In each country, all participants may attend an awards ceremony in the capital city on Friday 3 April 2009.
Travel and necessary accommodation will be paid for by the European Commission for the three participants who created the three winning cartoons and, if necessary, for the supervising adults (for participants who are minors at the time of travel).
The ranking of the participants at national level will be revealed at the ceremony.
The cartoons of the national winners will be displayed on the website of the European Commission in the Member State concerned and on the website of the Directorate-General for Justice, Freedom and Security.
Article 7: Selection of winners and awards at European level
The works that win the national prizes will be judged a second time by a jury made up of representatives from the European Commission and other people, such as a teacher, communications expert, graphic artist, illustrator, young person actively involved in a youth organisation, etc.
The winners of the national 1st prizes will be invited to stay in Brussels (accompanied by the supervising adult in the case of participants who are minors at the time of travel) from Saturday 9 May (Europe Day) to Monday 11 May 2009, and attend a European awards ceremony on Monday 11 May. This trip will be an opportunity to discover all the city has to offer, including the European institutions, and to take part in the awards ceremony presided over by Commissioner Jacques Barrot, Vice-President of the European Commission.
For each national winner and, where necessary, each supervising adult, travel and accommodation will be paid for by the European Commission.
The identity and ranking of the three Europe-wide winners will be revealed at the ceremony. The winner of the European 1st Prize will be awarded a cheque of €6,000, the winner of the European 2nd Prize a cheque of €4,000, and the winner of the European 3rd Prize a cheque of €2,000.
The cartoons of the European winners may be used for future European campaigns on citizenship.
Article 8: Responsibility
Organisers cannot be held responsible for the cancellation, postponement or modification of the competition due to unforeseen circumstances, nor can they be held responsible for any theft, loss, delay or damage during the transport of cartoons. Furthermore, the dates mentioned in these rules may be changed due to organisational reasons or unforeseen circumstances. In such cases, the participants shall be advised as soon as possible (hence the need to formally register as soon as possible): The registration form.
Article 9: Acceptance of the rules
Participation in the competition shall imply full acceptance of these rules.
Article 10: Data protection

Pour ce faire, les jeunes de 16 ans et plus, en particulier ceux qui font des études d'art et de graphisme, sont invités à travailler individuellement à la réalisation d'une bande dessinée d'une page («planche») et sans parole, illustrant le thème de la citoyenneté dans l'Union européenne en répondant à la question suivante: «Citoyen en Europe, ça veut dire quoi?»

Article 2: Qui peut participer

Article 3: Comment participer?
Les candidats doivent participer individuellement. Si un candidat n'est pas majeur au moment de son inscription, sa participation doit être placée sous l'égide d'un adulte responsable (enseignant, éducateur, parent, etc.), y compris pour ses éventuels déplacements lors des cérémonies de remise des prix.
En ce qui concerne le formulaire d’inscription, il doit être rempli et envoyé en ligne. Bien qu'il n'y ait pas de date limite pour ce faire, il est recommandé aux candidats ou aux adultes responsables de s'en charger au plus tôt, afin de pouvoir bénéficier de l'envoi éventuel de nouvelles informations importantes au cours du déroulement du concours.
En ce qui concerne la bande dessinée, elle doit être accompagnée du formulaire de remise des travaux rempli, daté et signé. Les produits doivent être envoyés au coordinateur national pour la logistique au plus tard le vendredi 27 février 2009. Seuls les produits arrivant au plus tard le 12 mars 2009 chez le coordinateur national seront validés.
(NB: Si le participant décide de déposer ses produits en mains propres chez le coordinateur national, il doit le faire aussi au plus tard le vendredi 27 février 2009 comme s'il s'agissait d'un envoi postal.)
Les participants sont tenus de garder une copie des documents envoyés.
Article 4: Que doit-on réaliser?
Les participants doivent créer une bande dessinée d'une page («planche») et sans parole, illustrant le thème de la citoyenneté dans l'Union européenne.
Les règles suivantes s'appliquent.
· Si la bande dessinée n'est pas créée sur ordinateur, elle doit l'être sur un papier A4. C'est ce papier qui sera envoyé ou remis en mains propres au coordinateur national, non plié, en vue de son éventuelle réutilisation.
· Le formulaire de remise des travaux rempli, daté et signé doit être annexé.
· Si la bande dessinée est créée sur ordinateur, elle doit l'être sous un format PostScript. Si un autre format est utilisé pour sa création, elle doit être exportée en format PostScript en vue de sa remise au coordinateur national sur CD/DVD. Dans ce cas, afin de faciliter l'éventuelle réutilisation de l'œuvre, le CD/DVD doit contenir à la fois la version PostScript et la version au format natif du logiciel utilisé pour sa création. Enfin, afin de faciliter l'évaluation de l'œuvre, celle-ci doit aussi être imprimée sur un papier A4 qui sera joint au CD/DVD.
· Le formulaire de remise des travaux rempli, daté et signé doit être annexé.
NB: il est possible à chaque participant de créer et de soumettre plusieurs bandes dessinées s'il le souhaite. Dans ce cas, si les bandes dessinées sont créées sur ordinateur, afin d'en faciliter l'évaluation, chacune d'entre elles doit être placée sur un CD/DVD différent.
Article 5: Droits d’auteur
Le produit final doit être réalisé aux seules fins de ce concours. Il peut soit être créé à partir d’éléments matériels (images, textes, etc.) produits par le participant spécifiquement pour la circonstance, soit être réalisé en combinant ou en exploitant des éléments déjà existants, mais libres de tout droit. Il appartient dans ce dernier cas au participant ou à l'adulte responsable de vérifier au préalable que cette condition est remplie.
Les participants sont entièrement responsables de leurs œuvres. Ils s’engagent à céder gratuitement à la Commission européenne les œuvres qu’ils présentent, ainsi que les droits de diffusion et de reproduction. La Commission européenne pourra par conséquent utiliser, reproduire, adapter, publier et diffuser librement et gratuitement les œuvres. Les œuvres ne seront pas renvoyées.
Article 6: Sélection des gagnants et récompenses au niveau national
Les œuvres seront sélectionnées par un jury composé de plusieurs personnes, par exemple d'un représentant de la Direction générale Justice, Liberté et Sécurité, d'un représentant du bureau de représentation de la Commission européenne, d'un représentant d'un ministère national tel que celui de la justice, de l’éducation, des affaires européennes ou de la jeunesse, d'un enseignant, d'un professionnel de la communication, d'un graphiste, d'un dessinateur, d’un jeune actif dans un mouvement de jeunesse, etc.
Les gagnants seront sélectionnés selon des critères tels que: adéquation de l'œuvre à l’objectif visé, qualité graphique, clarté du message, originalité de l’œuvre, etc.
Dans chaque pays, tous les participants pourront assister à une cérémonie de remise des prix qui se déroulera dans la capitale le vendredi 3 avril 2009.
Le voyage et l'éventuel hébergement seront pris en charge par la Commission européenne pour les trois participants ayant réalisé les trois meilleures œuvres et éventuellement pour les adultes responsables, dans le cas de participants mineurs au moment du déplacement.
Le classement des participants au niveau national sera révélé lors de la cérémonie.
Les bandes dessinées des gagnants nationaux seront présentées sur le site Internet de la Commission européenne dans l’Etat membre concerné et sur le site Internet de la Direction générale Justice, Liberté et Sécurité.
Article 7: Sélection des gagnants et récompenses au niveau européen
Les œuvres gagnantes des premiers prix nationaux feront l'objet d'une deuxième sélection par un jury composé de représentants de la Commission européenne et d'autres personnes telles qu'un enseignant, un professionnel de la communication, un graphiste, un dessinateur, un jeune actif dans un mouvement de jeunesse, etc.
Les gagnants des 1ers prix nationaux seront tous invités à Bruxelles (accompagnés de l'adulte responsable dans le cas de participants mineurs au moment du déplacement) pour un séjour qui se déroulera du samedi 9 mai (Journée de l'Europe) au lundi 11 mai 2009 et une cérémonie européenne de remise des prix qui se tiendra le lundi 11 mai. Cela leur permettra de découvrir les richesses de la ville et les institutions européennes et de participer à une cérémonie de remise des prix présidée par Monsieur le Commissaire Jacques Barrot, vice-président de la Commission européenne.
Pour chacun de ces invités et, si besoin est, pour chacun des adultes responsables, le voyage et l’hébergement seront pris en charge par la Commission européenne.
L'identité et le classement des trois gagnants au niveau européen seront révélés lors de la cérémonie. Le gagnant du 1er Prix européen se verra remettre un chèque de 6 000 euros, le gagnant du 2e Prix européen un chèque de 4 000 euros et le gagnant du 3e Prix européen un chèque de 2 000 euros.

Article 8: Responsabilité
Les organisateurs ne sauraient être tenus pour responsables si, par suite d’un événement de force majeure, le concours devait être annulé, reporté ou modifié, de même que pour tout vol, perte, retard ou avarie dans l’acheminement des bandes dessinées. De plus, pour des raisons d'organisation ou de force majeure, les dates mentionnées dans ce règlement pourraient être modifiées. Dans ce cas, les participants seraient avertis au plus vite (d'où l'intérêt de s'inscrire formellement dès que possible): formulaire d’inscription.
Article 9: Acceptation du règlement
La participation au concours implique l’acceptation pleine et entière du présent règlement.

8th Tabriz International Cartoon Contest - "No War"

Theme: "No War"(Works related to Gaza are welcomed eagerly, too)
REGULATIONS:
1- Maximum number of works allowed to send is 5.
2- Size of the works shouldn't exceed A3.
3- Works can be send both by post and email.
4- If you send your works by email, they should be in JPEG format and at least 150 DPI.
5- Artist's information should be written on the reverse side of each work in English; such as Name, Address, Telephone number, Nationality and Email.
6- There WON'T be a gallery of received cartoons because we think this would stop any possible plagiarism.
7- There will be an exhibition of selected cartoons on February 17, 2009 in 3 different galleries.
Either your work is selected for the catalogue or not, every participant will receive a free copy of the catalgoue of the contest, anyway.

X Jornadas de Biologia Aplicada da Universidade do Minho - Exposição de Cartoons comemorativos do duplo centenário de Charles Darwin

A licenciatura em Biologia Aplicada da Universidade do Minho promove anualmente as Jornadas de Biologia Aplicada, que celebram este ano a sua 10ª edição. O evento será organizado por uma comissão de alunos finalistas desta licenciatura e realizar-se-á de 22 a 25 de Abril de 2009 no campus de Gualtar da Universidade do Minho, Braga, Portugal. As jornadas de Biologia Aplicada direccionadas para a população estudantil, assumem grande importância não só na divulgação dos avanços científico-tecnológicos, mas também no reconhecimento da excelência da comunidade científica portuguesaNo ano de 2009, cumprem-se 200 anos do nascimento de Charles Darwin, nascido a 12 de Fevereiro de 1809, e 150 anos da publicação d'A Origem das Espécies, obra de referência na História da Ciência. Conscientes do marco que estas datas constituem para a ciência e a humanidade, nestas X Jornadas de Biologia Aplicada, pretendemos comemorar estas datas, sob a forma de uma exposição de cartoons.

Convocatoria dirigida a:
Fotógrafos, Ilustradores y grafistas de los países iberoamericanos (España, Portugal y América Latina) para la revista “Pensar Iberoamérica”, publicación editada en España por la Organización de Estados Iberoamericanos para la Educación, la Ciencia y la Cultura, dirigida a personas vinculadas al mundo de la cooperación cultural internacional, directores de centros culturales, responsables de cultura de la administración pública, corporaciones locales y agentes culturales.
Características de los trabajos
Todas aquellas personas interesadas en presentar trabajos para su posible publicación en esta revista, podrán enviar un correo electrónico con archivos de muestra de sus trabajos en formato jpg en baja resolución (2 imágenes como mínimo y 15 como máximo) mediante el siguiente formulario
Las temáticas sobre las que deben versar los trabajos son: cultura, jóvenes, identidad cultural, diversidad cultural, diálogo intercultural, cooperación cultural,
Artes, Patrimonio cultural, cultura y desarrollo, comunicación cultural, participación social, ciudades y cultura, industrias culturales, cultura y desarrollo.
Asimismo, se aceptarán trabajos que se encuentren alojados en páginas web.
En estos casos, se deberán enviar la dirección de enlace y adjuntando el correo de contacto.
Una vez recogidos los trabajos, la coordinación editorial de la revista se pondrá en contacto con los profesionales que hayan presentado sus propuestas para comunicarle:
– Si las imágenes que ya tienes realizadas nos sirven.
– Si es necesario realizar imágenes por encargo.
– La forma prevista para el envío de las imágenes en alta resolución.
– Los honorarios y la forma de retribución económica
